Unhappy unable to connect outside of local network

Content server running from 64 bit calibre (v4.13) on windows 10 is working fine on local network, can connect via browser on another computer and with CC.

Outside network, nothing. Chrome returns "This site can’t be reached" ERR_CONNECTION_REFUSED.
  • Port is forwarded on router.
  • Can ping the computer the server is running on and can access Plex server on the same machine.
  • calibre.exe and calibre-server.exe are allowed on Windows Defender. Network set to private. Even disabled Defender and got same error in chrome.

Debug log shows no attempts to connect AFAICT:

bout to pull my hair out I just know it's something stupid that I'm not doing right but I can't figure out what for the life of me. Please help!

Did you look at the SERVER LOG ?
