I was looking at an eBook the other day that the base font size is set to 0.983em and body is just a line height of 1.25.

My preference is no line height in the CSS and then I can use the Kobo line height slider to set it as I want.

Yes, also with no line-height set the font metrics should otherwise decide the spacing. Maybe setting line-height is OK for webpages, but IMO shouldn't exist in ebooks.
My Calibre conversion default settings remove it. Then even without adjusting Kobo GUI all ebooks look OK.

The css should not specify anything about body text.

I agree. But a lot of eBooks do make the body text a smaller size then leaving it as the default size.

I just read a book (Summer Sons by Lee Mandelo) that used an image of three stars for scene breaks. I'm not sure what the image size was, but on the screen, they were pretty fuzzy.

The graphic was too small and the code made it larger.

I don't understand why a graphic of asterisks is used when it's a common text character.

I've also seen this sort of graphic used and every place it's used is a different graphic file so the eBook is loaded with excess graphic files.

In my book, it was five pointed stars. But it's not like they added anything. It should have been a centered line of asterisks

Oh yeah. That is pretty sloppy.
