The Chimera Vector by Nathan M. Farrugia (ISFDB) is the 1st in his The Fifth Column series of genetically-engineered sci-fi supersoldier military conspiracy thrillers, free courtesy of publisher Pan Macmillan Australia's Momentum imprint.
According to the Momentum official website blog, this was iTunes Australia's featured Free Book of the Week last week, meant to coincide with the release of the latest-in-series, but expired from iTunes this morning and Amazon the day before. However, you may still be able to pick it up via the two stores that have not yet updated their prices just yet. Free for who knows how much longer @ B&N and Kobo (available to Canadians) until they do pricing catch-up. ETA: This has become free again @ Kobo (available to Canadians) & Amazon (available to Canadians & in the UK) and is newly free @ B&N UK (currently still expired in the main store, but may drop again). Grab it while it lasts! ETA 2: Now back to free in all venues, including B&N main, iTunes (available to Canadians), and directly from the publisher (DRM-free ePub/Mobi bundle available worldwide). The main page says it's free but it costs $3.69 when you click to go to the books page. At least here in the US.

Huh. The Kobo servers do change over more quickly than I thought. I'd have imagined at least a 30 minute window, since I checked shortly before posting after 9pm here/midnight Eastern Time. Oh, well.

As on 110AM EDT, it's still free through B&N. (Had to wait for the receipt to go through - B&N is so slow with that.)

Do you have an account with B&N? If you do then you just need to be signed in with your email and password and then click on the confirm button. I've never had any problems with security with B&N.

Pretty sure B&N uses your credit card info as part of the DRM scheme on (most of) their books. It's probably just easier to ask for it on all downloads.

I've managed to accumulate a few VISA gift cards with less than a dollar remaining, but that don't actually expire for a few years. I attach those to accounts that I intend to use only for free books.
