It's not too much help when compared to eighteen titles, but the first title, variously called Cocaine Blues, Miss Phryne Fisher Investigates, or Death by Misadventure has dropped to $0.99 at Kindle US, and is not too bad at £2.99 at Kindle UK - although eReaderIQ shows it has briefly been as low as £0.99 a few times in the past, so you may want to wait if you don't feel like traveling to the US...

There used to be an omnibus edition of the first three books in the series called "Introducing the Honourable Phryne Fisher". I have it, but it seems no longer to be available.
