IIRC, technically they always offer the Other option for Country on the page, and they don't seem to check and quite probably don't even care where the newsletter signups are coming from. But officially, it's actually excluded from Quebec, even (and ironically, a decent-sized chunk of their potential tween audience), according to the fine print under “Please read the Special Offer Terms below”:

Banks (apparently the middle initial was used to distinguish his literary fiction from his sfnal works, but then ISFDB seems to count a portion of his non-initialed works as speculative literary anyway). This is apparently a non-sfnal drama which has recently been adapted to film, and if you liked his Culture and other stuff, maybe you're curious enough to give his other works a try.

In case anyone's interested, a five-book Star Trek series called "The Fall" is currently on sale for 99 cents each. This appears to be a publisher discount, as it's available on both Amazon US and Kobo US, but I haven't checked other vendors. If that's the case, it's likely good through the end of the year.

"The Fall" is a TNG/DS9 crossover series that takes place after the "Typhon Pact" events, continuing the post-Nemesis timeline. I'm not up on the Pact, but apparently the former Terok Nor gets destroyed somewhere along the line, and so "The Fall" picks up with a new Federation-built DS9 station. The main plot appears to be driven by an existential threat to the Andorians.
