Preferences -> Plugins -> UI plugins. The version number is shown in the plugin list. (The new one I've just installed is shown as 1.0.5.)

Doing it with the plugin is not as good as doing it with the Calibre editor. I do it with the editor and I know the results are just what I want. Plus, I can reduce the sie of other graphics so the overall size reduction is good without reducing the resolution to be too small like the 300px wide covers are too small.
