I think so, yes. Even the broader-use codes (e.g. partners22 when it worked ) still only applied to those that had the VIP discount, for example.

I've had a couple of Kobo codes that applied to almost all ebooks except for one or the other of the big 5 (now big 4) publishers. The last one of those that I used was several years back and they may be a dead letter now.

Depends on your definition of "select". The monthly code applies to a short list of specific books. General codes apply to any book that's not agency/Big 5/Big 4, which for me goes way beyond the bounds of "select". There's not gonna be a list. You also have to differentiate between single-use codes for a single user, which are a nonsense mixture of numbers and letters, and single-use codes for all users, as with Read20 posted by Hemmi.

Probably because they are from big publisher imprints. You can still use a general code even when an eligible book is already on sale. Although it's a waste if it's one time use.
