Except in the case of toner, it is pure greed (IMHO), but in the case of a lithium battery, it can be rationalized as a safety issue (fire hazard).

The fire hazard from lithium batteries is very real. That's why (a piece of useless trivia ) the poor astronauts in the International Space Station can't have Kindles. Devices with lithium batteries aren't "space certified". Only things with old-fashioned AA batteries are allowed.
