Need help: remapping of a button in Android

maybe some experinced Android developer/user can help me

I have a tolino vision 2, an eink ebook reader for german speaking market.
This reader runs Android, which can be rooted. I think the Android version is 4.0.4
This reader has no buttons, but at least in the reader app in original android GUI the scrolling is possible with double tap on the back of device.

Unfortunately such scrolling is not working in rooted Android GUI. The double tap itself is recognized, probably as Enter. And in only some applications: Launcher, Settings or ES file expolorer. Not in Browser, Tapatalk or Pocket.

Another owner of this device run an input logger and detected following key code for this double tap:

KeyDown Event: Action 0 Keycode 195 Keycode_Button_8 Unicode 0 Scan Code 284

So, it looks like a gamepad key code.

Maybe someone has an idea how to remap this Keycode into PageDown or at least just Down? Best system wide, working in all applications

Maybe there is a good remapper out, which is capable of this?
