Did you follow Kovid's advice from the 2nd thread I pointed you to? Here it is specifically.

Please don't keep posting the exact same error message. We got it.

This is a problem with your system. The usual suspects have been mentioned. You just have to wait for someone to have another idea

You might run a Malware scan.
Something is blocking or deleting a piece that Calibre needs to launch a Worker task

@avidreadr - Try running in Windows Safe mode. Poorly written shell extensions, utilities loaded at startup, and drivers can cause these sort of problems. Box pedlars install programs you don't need to get the kickbacks from the software suppliers, who then do automatic silent updates which breaks programs you do need.

See Calibre User Manual->Frequently Asked Questions->Miscellaneous, in particular the calibre is not starting on Windows? and calibre freezes/crashes occasionally? items.

If Google Chrome is not allowing you to download the MSI file from calibre's site you may have bigger issues on your machine. Running a complete malware scan of your machine as theducks suggests is a good place to start.

Review the various FAQ entries that BetterRed pointed you to.

FAQ MiscellaneousIf after following the steps in the above FAQ entries you still have an issue you can follow BetterRed's advice, boot into Windows safe mode as part of your re-install.
  • Delete calibre-3.22.1.msi
  • Uninstall calibre
  • Reboot your computer, Start up in Window's Safe Mode
  • Make sure all antivirus and anti-spyware are disabled
  • Download new calibre from https://calibre-ebook.com/download
  • install calibre
Which anti-virus software are you using? Don't forget Window's Defender is an antivirus program too. The error you keep getting indicates that something on your system is wrong and it is not allowing calibre to install completely.

Good Luck.

I would suggest the first step is finding out why Chrome is not allowing you to download calibre. Chrome 66.0.3359.117 on my Windows 10 x64 laptop had no issues. I also tried Chrome on three virtual machines (Windows 7 x64 and x86 and a Mac OSX 10.13.4) and Chrome had no issues downloading the calibre installer. I also tried Firefox, IE, Edge and Safari and again no issues.

What AV are you using? Have you scanned your computer with Malwarebytes or similar malware scanner? What version of Windows are you running? If IE 9 is the latest version supported for your version of Windows, it's long past time to say goodbye to Vista.
