Is it possible to open 2 calibre libraries at same time on same machine?

Not unless you use a virtual machine. Only one instance of calibre can run on one machine.

Didn't work for me when I tried last week, I did not try very, very hard

I'd prefer two panes with multiple tabs - like xplorer2 has - but I suspect that's a very big ask.

You cannot run two instances of calibre in the same user account (calibre uses a per user global lock).

You can do a copy to any single library (at a time) without having it open.
Each copy can be to a different library, simply select books: (right click) copy to <library name>
