What Should Happen to those who Hi-Jack a Serious Thread?

Much discussion going on about hi-jacking serious threads and inserting silly comments. We've even faced with a poll on re-naming, or inserting new descriptions.

So.

Once this is done, what should happen to those who still hi-jack a thread that is clearly labeled 'serious'?
