Keeping them together could easily improve the reading and comprehension. And sure, it wastes space at the end of the screen (I'm thinking non-fiction more than fiction). But, you have already told them they should do that by splitting the file at that point. And it's not as if we are actually wasting something. A little more whitespace doesn't matter, it isn't increasing the amount of rubbish in our landfills. And of course, if you don't like it, don't buy the book. |

They want to keep certain lines together. In this case, a low-level heading with the paragraph afterwards. They don't want to push that to the top of the page every time it occurs. If there is enough space, they are fine for the heading and paragraph to appear in the middle of the page. It won't work all the time. Ignoring the lack of support in some devices/apps, the larger the font used, the less likely the paragraph won't be split. But, for people using a font similar in apparent size to that use in most paperbacks, it will have an affect. |

Perhaps what @stellatus was meaning is when a subchapter header ends up just at the bottom of the page with no room for the following text. If my interpretation is correct he (and I) would like that header to be shunted to the next page where it would appear with the following text.

It's kludgy and there is, to the best of my knowledge, no "good" way to implement it without simply sacrificing reading space to the pixel-fairies. You either mislead the reader, each and every time you do it (or the device/firmware does it, to be clear), or you live with the idea that humans can hold a thought in their minds while they swipe.
