If there is no download link on the Kobo site for the particular book then the only way you can read it is online through the Kobo site. Some books are like that. Look first before you buy or choose the free book. It will tell you what formats the book comes in. If it doesn't say epub then you cannot download it to your PC let alone your reader.

Ade will allow download a book only tree times. above that, you get a "too many downloads" error and have to mail support.
