I can confirm it does work! If you have an International Kindle, that was shipped outside the US, but you also have a legitimate (some even use Hotels etc) US address, especially a mail drop address as the default address in '1 click' then US books are available.

It will work temporarily, but after you've bought a couple of books, Amazon will query the fact that you claim to be in the US, and yet your Kindle isn't.

Whispernet works for delivery of books, yes, but not for general web-browsing, which is what the download links use. That only works in the US.
