I found a comprehensive Turkish-English dictionary free of legal things(I couldn't find any legal information on his site) but in a .xml format. If we can change this to stardict format could you add it to the Koreader?

That's not quite how it works. Copyright doesn't require formalities. But since it's public research it's probably intended to be shared, so you could just shoot the guy an e-mail about it?

I sent him an email about its copyright and usage of it on public softwares. I hope he allows
