The Flame will work. You'll have the same access to books that you currently have, since it does that based on your core Amazon account. (So I buy and read books based on a US address.) But video streaming? No. Not without having a VPN set up, and there are realistic limits to what you'll want to do over a VPN because of bandwidth. But if it sees you have a Canadian IP address, it won't stream video to you. (It would do the same to any US owner who happened to come visit you in Canada. )
