The Wizard creates Scalawagons, intelligent cars that can also fly. He makes Tik-Tok superintendent of the Scalawagons Factory, but the mechanical man runs down. Bell-Snickle, a mysterious creature, takes advantage of Tik-Tok’s condition by filling the scalawagons with “flabber-gas” and the Wizard nearly loses his scalawagons.

John Rea Neill (November 12, 1877 – September 19, 1943) was a magazine and children’s book illustrator primarily known for illustrating more than forty stories set in the Land of Oz, including L. Frank Baum’s, Ruth Plumly Thompson’s, and three of his own. His pen-and-ink drawings have become identified almost exclusively with the Oz series. He also did a great deal of illustration work for other children’s books and magazines and newspapers, which is not as well known today.

The Wonder City of Oz, The Scalawagons of Oz, and Lucky Bucky in Oz, which debuted each year from 1940 to 1942, are considered part of the “Famous Forty.” Neill’s vision of Oz is more manic than Thompson or Baum’s. Houses often get up and do battle, and everything can be alive. His entries take Oz’s color scheme (blue for Munchkin Country, red for Quadling Country, etc.) to an extreme, extending to sky and skin colors.
