how do i customize the tags list? is there a way to add/remove, etc. tags?

The tags list is the list of all tags on all books in your library. Add a tag to a book and it will show up there. Simialrly remove a tag from all books and it will disappear (which you can do by right clicking on the tag in the tagbrowser and choosing "Delete"

It was not clear from your response how to even get to the tag browser. I figured out that, when editing any of my Calibre ebook entries, that there is an icon called Tag Browser to the left of the Tag option window.

The Tag Browser is the tree of tags and other categories usually on the left side of the calibre screen. What you found is the "Tag Editor". For me, the icon says "Open Tag editor". And that is the title of the dialog that is opened when I click it.

The Tag editor is specific to the book you are looking at in the metadata editor. You can select existing tags to add to the book, or enter new tags for the book. The new tags will be available for other books. But, the Tag editor does allow you to delete tags completely from the library.

You can also use the Category editor to manage tags. To do this, right click on the "Tags" in the tag browser and select "Manage Tags". With this, you can delete or rename tags, but not add new tags.
