The guideline states that a touch target should be at least 44x44px on a non-retina display (88x88px on retina). The current iPad displays have a lower PPI than the equivalent iPhone display, so the touch targets are a bit larger. 1024x768px on a 7.85" has the same PPI as an pre-retina iPhone and therefor the touch targets will be the same size.

Exactly my point. The iPad, though bigger than the iphone, still only displays 4 items per row, hence why I would assume the targets would be bigger.

iOS and android aim for pretty much the same touch target size. iOS uses 44 x 44 pixels which works out to 0.27 square inches on a 163ppi screen. Android uses 48dp high x at least 48dp wide. Dp is:

The density-independent pixel is equivalent to one physical pixel on a 160 dpi screen, which is the baseline density assumed by the system for a "medium" density screen. At runtime, the system transparently handles any scaling of the dp units, as necessary, based on the actual density of the screen in use. The conversion of dp units to screen pixels is simple: px = dp * (dpi / 160). For example, on a 240 dpi screen, 1 dp equals 1.5 physical pixels. You should always use dp units when defining your application's UI, to ensure proper display of your UI on screens with different densities.
so on a 160ppi screen, 48dp = 48pixels = 48*(1/160) = 0.3 square inches
on a 240ppi screen, 48dp = 48*1.5 pixels = 72pixels = 72*(1/240) = 0.3 square inches.
