For the OP (if he comes back), there is no such thing an an HTML and CSS > ePub compiler. There is a converter and Calibre is the most popular converter.

Isn't that what Sigil is able to do??? I add HTML files and CSS files and it compiles them and spits out an ePub.

Depends on how you want to define compile. Using the older definitions such as assembling information collected from multiple sources into a single document, yes. Using the computer related definition of converting human readable code (well, other than APL which is not human readable in any form) into machine languare, byte-code, etc. that a computer can understand and use, no.

Well to me coding and programming mean the same thing so that's why I think it's inappropriate to call it coding. It's merely adding markup to text. Doing a search for markup language brought up this from wikipedia: "In computer text processing, a markup language is a system for annotating a document in a way that is syntactically distinguishable from the text." So either declarativing or annotating would work. Unfortunately declarativing isn't a word (yet). Unlike that other word you used, which of course I've already forgotten.
