Importing libaries
Can I do a proper fresh install of Calibre using the newest version that moves what used to be in the temp folder into wherever it now goes, and import a previously exported library that still uses the temp folder?

There is nothing installed in a temp folder. You can delete those when Calibre is not running.

Re-installing, does nothing about temp folders, Only starting with the Environment variable set (CALIBRE_TEMP_DIR - sets the temporary directory used by calibre ) does that
The ENV is part of the OS
