B&N's Nook app for PC
Can I load books from my public library onto my Nook Simple Touch using the Nook app for PC from Barnes & Noble? If so, how?

No, you can load them using Adobe Digital Editions though. (assuming your library books are ePub's with Adobe DRM, which most are).
