I think that sounds good. However you do it, I would hope that 2014 category nominations for a particular month wouldn't happen at least until the same 2013 month is already past (so we're not, say, nominating for October 2014's category before November 2013). Except maybe December, if you're trying to have all the 2014 categories done before January.
