CLEVELAND – January 12, 2022 – A total of 121 public libraries and consortia based in seven countries and from 37 U.S. states each loaned more than one million ebooks, audiobooks and digital magazines in 2021. This milestone was achieved in partnership with OverDrive, the leading digital reading platform for libraries and schools worldwide and creator of the award-winning Libby reading app. Twenty-two library systems joined the Million+ Circulation status for the first time in 2021. Pathetic that some of the largest US population areas (SF, LA ) are beaten out by smaller regions.
(for those not in the Know: SF is both the City and County. )

Unless I'm misinterpreting, the population of SF county is under 1 million. Most of the systems on this list serve similar populations or larger.

Checkout counts probably depend on the selection and number of copies available. Which depends on how well the library is funded, or on how much they value online distribution and are willing to do what is needed to make it happen.

I am currently a member of 8 local library districts (used to be 10, but I did not renew 2 due to poor selection and long waits). Of those 8 remaining, there are only 2 that get the lions share of my checkouts. These library districts all serve the same reading demographic, so I don't think it is the users that are driving checkout numbers. It is the libraries themselves, and most likely due to available funding.
