[Viewer Plugin] Text to Speech

@chye or anyone here please continue develop this great plugin.
I hope someone can add new features like

* The ability to choose the reading speed.
* The ability to select one of several installed Voices to use in Windows 8/10
(Microsoft David, Microsoft Hazel or Microsoft Zira ).

Hello people when I want to install the plugin I get the following error.

Read the last line. Pretty sure the Version 4 Viewer doesn't supports plugins.

Other difference with Balabolka: this addon does not work with bluetooth. Wired headphones only! I guess it is only a matter of some Windows 10 setting but I have no idea which one. I wish there was a Read Aloud plugin/addon/extension just as there is for chrome and firefox.
