Create a valid EPUB file from PRC?

Is it possible to create a valid epub file directly from a prc?
And if so, with what tool?

I tried converting the prc to epub using calibre, but that produced a file that did not pass epubcheck.

The usual reason to worry about epubcheck not passing is that this is required if you are an author/publisher and want upload to some ebook stores. However, a publisher who only has an PRC version is in a very bad place.

As theducks says, the problems are more likely than not to be inherited from the PRC file. However, I would not worry about this unless the ePub fails on an actual device. Actual ePub readers are more lenient than epubcheck.
