Yes, I've been noticing that too. With the dearth of high percentage Kobo discount codes, Books on Board is quickly becoming my favorite eBook store. The current 40% off sale includes HarperCollins and other publishers which Kobo doesn't allow coupons on. With the bonus discount for carts over $15 and an additional discount of 1% for using Google Checkout, the books become even cheaper.

Note that Kobo NZ does allow discounts on HarperCollins and other publishers that can't be discounted in the US. Although not all titles are available in NZ, it can be worth checking out. I have found a lot of Tor/Macmillan books are cheaper at Kobo NZ than anywhere else even before discount.

That's strange. I've compared Books on Board prices with Kobo for over six months, and not once has BoB had a lower price than Kobo, even without the Kobo coupon.

At least here in the US, the non sale prices tend to be a few cents cheaper at BoB (on non-agency books)... Something like $10.99 at Kobo and $10.19 at BoB... With a decent Kobo coupon, Kobo is much cheaper. How does that bonus discount show up? I've just visited BOB, put a bunch of stuff in my cart, and see no extra discount for over $15. Does that show up during the checkout process?

If you go to Secure Check out and you're not seeing the bonus then go back and empty your cart into your wishlist (your cart contents will remain at the top of your wish list so it won't be hard to locate and add them back in).
