Trouble is, "The Ethical Engineer" was extended to become the novel "Deathworld 2" which is still in copyright surely, as Harrison is still alive.

Doesn't that mean that TEE is still under copyright?

Not in the US. The US law is that a significant revision of a copyrighted work has it's own copyright, and doesn't affect the copyright of the earlier version.

Since the magazine version was different, and not renewed, the magazine version is not in the Canadian public domain, but is in the US public domain. Moderators have been notified to put it on the US server...
