TOC convert to FB2 fails on 0.8.34

This seems to be a problem that re-occurs with some updates. Converting a book to FB2 loses the TOC. De-bug has everything OK in all steps but looking at the FB2 output shows the <h1 tags are now <p STRONG tags.

In Show Job Details the TOC is detected fine. The only thing that might match is this:

(there are 19 chapters so div_3 is suspect).

//h:h1 is set as level1 in Table of Contents.

Don't remember which version last worked correctly - some do and some don't and I don't have the space to try different versions (I assume I'd need seperate VM's for each version I wanted to test). BTW the conversion to EPUB works fine but FB2 works better with JetBook Lite (it sorts by author or title where EPUB does not).

(I really don't want to open another account on the debug server - I've got too many accounts on too many servers to keep track and I don't have a fast home internet connection - WiFi only on my laptop.)
