It was in Kindle format. It let me check it out from the Overdrive site, just not through Amazon. Something must've been temporarily broken as I could check it out the next morning.

That's probably the most likely answer. I've had the opposite problem a couple times recently, where I've returned a book to the library, but it takes a few hours or overnight to finish the returning process.
