There are. Eg, the British Library in London and the Bodleian Library in Oxford automatically get a copy of every book published in the UK, and the Library of Congress serves a similar role in the US. The role of such libraries is to preserve the nation's literary heritage.

And the British Library is involved in the Europeana project arent they?

So maybe we'll see something there, once they sort out their infrastructure.

The Royal Library in The Hague does this for the Netherlands.
