I'd like to see Ebay sellers of ebook "collections" hit with that sort of fine. They annoy the hell out of me, blatantly selling copied ebooks.

Report them to eBay. Ebay does not permit copyright infringement.

Exactly. I've probably reported well over a hundred eBay auctions all told, selling all kinds of fake stuff, and pretty much all of them were removed. This is one of the few instances were it's easy to actually do something and make a small, but tangible difference yourself.
