Manage multiple devices, Don't need to Sync

I've searched for answers but find none. I don't use cloud sync.
I keep several backups for my media. The cloud isn’t invulnerable either. But, that said, I also realize that the cloud has its place.

However, these fixed Kindle cloud collections are annoying. I recently forwarded my PW3 to my Mom. (She didn’t want a new one) I then purchased the new PW that’s been on sale for a couple weeks now on Amazon.

Mom doesn’t own a computer or tablet so I side-loaded what she likes... Non-Fiction (Biographies, True Crime, War, that sort of thing. My library varies, but it's mostly Fiction.

My question: Is there any way to separate our collections without de-registering the old Kindle and setting up an account for Mom, because now when adding new books, I have to sift through our combined collections to pick one.

Knowing that if you delete a collection from the cloud, it automatically deletes it from the device, I don't want to go through that process of creating and loading all of those collections again. I know the books themselves aren't deleted.

You have the option of deleting a collection from your device but maintain it in the cloud, but not the other way around? Why? I know I can toggle “On Device” and Cloud, and that's fine for searching your library on YOUR device, but not for organizing new books. It just prolongs an already slow process.

It's not the end of the world, I know, just annoying. Not everyone needs or wants to sync between all devices all the time. This singular option to mirror everything is overkill. Turning off WhisperSync doesn’t solve the problem. They’re separate devices, why don’t we have more options to manage them as such, or am I missing something?

Nevermind. For whatever reason, this didn't work before but now it does. I toggled the "ALL" and "DOWNLOADED" Collection tabs when adding to collections.

Amazon Cloud concept is broken. I have three different Kindles and now never turn on WiFi.
