I don't know, but I do know that if you are nice to them during a chat, they will often remove them for free. They did so for me, here in the US.

Only people in the US can pay to remove special offers, because the special offers Kindle is only officially sold to people in the US.

If you live elsewhere and have somehow got hold of an SO Kindle, contact Kindle Customer Services and they'll generally remove the SO for free.
