EPUB→PDF: make refs footnotes (not endnotes)

In EPUB → PDF conversion, is there a way to make references appear as footnotes on the PDF page each ref appears and not as endnotes?

When I click on a reference in ebook-viewer, it pops up the correct reference, so presumably ebook-convert could understand how to do this.

Export to docx from Calibre (Convert & save to disk) and format/style as desired in LO Writer or MS Word and then Export a PDF. More work, but footnotes where you want them and more control.

No idea about Pandoc.
Though any edits in LO Writer need saved as odt and only a final additional Save As in docx if needing it (PDF doesn't). Save any opened docx as odt before edit to convert and re-open the odt.
