Another couple of sites are www.ebooks.com and www.bookdepository.com But I agree with sabredog just get an openVPN account and you can buy from anywhere you like.

The other possibility is of course if you are registering for a site and you only want ebooks you don't need an address. If the registration process demands one just make one up!
