Los Angeles Public Library (city, not county) does allow non-resident cards, but you have to get them in person. An LAPL card gives full access to the ebook collection, so it may be worth picking one up if you are in the area for some other reason.

Most of the libraries I have looked at state the same restriction on their website. Some might make an exception and allow you to sign up over the phone but it is hit or miss.
