Carlos Ruiz Zafón is the author of The Shadow of the Wind. HarperCollins has a new novel by him coming out in July called Prisoner of Heaven.

They seem to be doing a promo by releasing a shorter work related to his previous and new novels.

The description for the book reads:

Set at the time of the Spanish Inquisition in the fifteenth century, Rose of Fire tells the story of the origins of the mysterious labyrinthine library, the Cemetery of Forgotten Books, which lies at the heart of Carlos Ruiz Zafón’s novels The Shadow of the Wind, The Angel’s Game, and now The Prisoner of Heaven.

I noticed that "The Shadow of the Wind" by Carlos Ruiz Zafon is freely available from the Goodreads page of the book.

There is a "download ebook" button next to the "online stores" and "worldcat" buttons. I don't know if it is a legitimate offer, because the downloaded file has no copyright info, but the website itself is not known for offering pirated copies (at least I haven't heard of such cases). I will let the moderators decide if the offer itself is a legitimate one. If not, feel free to delete this post.
