For moon reader, if you start with Dropbox and move to Google Drive

If you move the files you edited (highlighted) in Dropbox to Google Drive, will the highlights go away or will it still be there?

Moon can be set to sync with cloud backups of highlights etc
The feature works with Dropbox and with Google drive.but only one can be the currently selected sync option.
.so you need to find and move or copy the backup files which moon creates in Dropbox, to wherever it expects to find them in Google drive
In my Dropbox they are in a subfolder of an apps folder, 2 small files per book.
I don't know where Google drive keeps them but you could set moon to use g drive as backup, then let it sync, then take a look for what folder got created.

Is there also a way to put in a lot of ePub at the same time like you can with Send to Kindle for Kindle app?

into the app, or the cloud?

the app has an auto add folder option, so anything that arrives in that folder on the device gets added to Moon database ( and maybe also to Shelf - like most moon features its very configurable once you find the right preferences section )

the cloud options have the option of backup only annotations etc, OR backup the whole book

it's a pity there's no great user manual for the app e.g. for what can be done with "shelf", as that's a feature I don't use. I guess that's where you'd organise "collections"

i just add my books (usually) wirelessly, then open once using the "files" menu, then access from the " recents" menu. and sync via cloud as I read on 2 devices. I always put epub books into the same books/moonreader folder so whatever transfer method I use, I know where to find them.
the calibrebox app from google store will fetch books from dropbox for me

I also read on two phones using Moon+. I buy my books from Amazon and convert them to epub and send them to Dropbox. I also keep them on a micro SD card on the phones. For me Dropbox is just a way to get them into the phones.

I don't do notes or highlights much so that isn't something I've had to deal with.

I'm not sure how to use the cloud app.

moon reader is a device app. but it can sync to either dropbox or google drive I suppose you could call those "cloud apps"
what is it you are trying to do/need to know ?
if you mean calibrebox, that is an app which can access a copy of a calibre library in dropbox or in other cloud storage and transfer books from there to your device. Read the app description in the store. there's a free version which you can try. You have to place and sync a copy of your local calibre library into cloud for that to be useful- there are various ways of doing that, asked and answered in various other threads
