Yes. The option for user control of alignment is only available in KFX format.

Kindles leave left aligned, right aligned, and centered text alone in KFX format. They only override justified text (which is the default if unspecified by the publisher), making it left aligned if the reader selects the ragged right option.

Similar, but not quite the same as Kobo.

This is the way it should be done across all devices/readers... and it's completely baffling why Amazon/Kindle/others haven't done this.
