Portable Powerbanks

I've been looking at a Kmashi powerbank for my phone and wondered if it was safe for my PRS-T1 as well.
It claims 3.1A output, and I seem to recall something like .5-1A is recommended for these readers.

Anyone able to provide some advice or insight?

Amperage cannot harm the eReader, since it's the Sony that charges the battery not the powerbank.

Normally any device that is USB rechargeable is going to current limit input power to a safe level. Just like appliances plugged into an AC outlet. Such outlets are typically limited to 15 or 20 amps output but the devices plugged in will limit themselves to a safe input current based on their current or power rating.

Also why high current wall USB chargers are almost universal. I have ones rated up to 3 amps output which work perfectly for charging older Kindles which are limited to 0.5 amps input.
