You could try Irfanview at http://www.irfanview.com/index.htm

Great FREE image viewer with screen capture capabilities. If you try it, the feature is under options. I use it and FastStone Capture ($$$).

Irfanview is probably the only thing I miss since going iMac. I used to install it as default image viewer on all PCs I owned, or was asked to set up by friends, family, workmates. Its batch-resizer was a great help to me too.

On my computer, I use [Ctrl][PrtScrn] (entire desktop) or [Alt][PrtScrn] (active window only), paste into Paint, save, and then open and resize in IrfanView.

(I'm sure there is a better way, but this seems to work the best for me since normally I'm taking a screenshot of a problem and this way I can crop out any extra that I don't want to include in the email -- like the window frame. )

Pushing [PrtScrn] by itself sometimes doesn't seem to do anything at all (and othertimes it gets the entire desktop. )

There are many cross-platform free and open source software than can do these things.

I use the GIMP for anything requiring a GUI, and it'll do screenshots, and lets you choose between doing the whole screen, a window with or without borders, or any arbitrary rectange on the screen to grab. It's also one of the most powerful image editors in existence; it's often compared Adobe Photoshop (though I've never used that so I can't compare myself), and completely free.

Personally I often use ImageMagick's import function, which also lets you take a screen cap of any rectange on the screen.

Both of these can also batch resize, or batch-do-just-about-anything.

When I tried a Windows 7 demo a year ago, however, I'm sure it came with screen cap software, capable of allowing you select exactly what you wanted to capture. Is it just the Pro version of Windows?

One of my favorite Windows critters! Macs have a similar tool, but you have to press Command-Shift-4 and drag to select the portion you want copied. Command-Shift-3 copies the entire screen.
