Installed the new Kindle App on Windows 10 (with no Microsoft account enabled) and was able to access my library with no trouble.

There may come a day when the app requires the ability to use Microsoft account info and/or TPM hardware to enforce their DRM, but it does not appear to be this day.

%PROGRAMFILES%\WindowsApps is hidden by default, and your user will probably not have access. Easy enough to grant yourself permission, however.

I found the books in:

Can you copy a book to a different location or do anything to it? I know the Windows store has pretty aggressive DRM for games that will let you BROWSE the file but even copying as admin is a no go.

I've not tried, but the books are stored in a location that my local user has full permissions to by default. I don't see any way they could prevent me from copying or deleting. But I'll try later to verify.
