Amazon really should have released a public statement saying the PW3 was going to be updated. They made is look like they EOLed the PW3. I blame Amazon for not saying otherwise.

Amazon has skipped firmware updates before. For example, there was a FW 5.10.1.2, 5.10.1.3 and 5.11.1 for the PW4 but not the PW3. No statements were made regarding future updates but there was also no fear mongering back then that the PW3 has been EOLed.

Besides, I doubt majority of Amazon's customers even care if they make a statement regarding continued FW updates or not. As long as their Kindles work as normal, they're content.

Heck, I didn't notice my Kindle updating to 5.13.x despite the fact that when it did so the quick settings menu changed significantly, and even though I was looking out for it. These are not usually massively disruptive updates, thank goodness.
