It has mixed, but overall good, reviews at Amazon.

I wasn't impressed by the first one (to the extent it's been removed from the app) so I shan't bother getting this one. Steven Brust did far a better job riffing on Dumas in The Phoenix Guards than Sarah Hoyt has done in this series.

Yes, it will be free elsewhere. More than likely Kobo or Google Play or both.
Easy way to tell. There was no read for free box. So it is not in Kindle Unlimited.
Now whether it is on special or forever free I don't know.
I can tell you that it is a price matched book.
Oh and two of the authors in that book are very good. I haven't read those two stories but I own and have read most of Joe's books.
