That's as likely to be the software as anything as the book. Kobo ereaders open ePubs to the first ToC entry. From comments here, other devices use different rules. The only other ePub reader I commonly use is the calibre viewer and it opens ePubs to the first page of the book.

I believe some of the recent releases may have had some minor editing, like some corrected typos, but nothing major. If you already own them, there's probably no reason to buy them again.

I just opened an epub on my Kobo, and it did open at the cover, which is NOT the first ToC entry. I opened a Kepub and it behaved the same way.

Kepubs open at the first page which is usually the cover. For an epub, the first time you open it, it will open at the first ToC entry. If you finish it and reopen it, it will open at the first page of the book.
