And speaking of Steam, I'm not sure what you've heard, but it only requires an active internet connection to purchase and download software. After that, whatever software you've downloaded can be used indefinitely in Steam's offline mode. Anyway, I was just using Steam as an example of what is possible once you move away from the outmoded "publisher" model. Ideally, anything you've purchased digitally should belong to you free and clear and unencumbered by any restrictions whatsoever, but we unfortunately don't live in an ideal world. All of this is to say that the notion of "used" ebooks makes zero sense in a system where unlimited digital goods are treated differently than limited physical goods.
