Required to pay a couple hundred dollars a year in library taxes only to rent paper books?

That wouldn't sit well with me. What are the taxes for if not to purchase books?

DVD, CD, video games are a different matter.

Only if you want the book sooner; you can still wait on the hold list or buy it.

I noticed a similar trend with one of my libraries.

There is a dangerous trend, though, to make library patrons pay additional "convenience" surcharges for all the things they used to be able to do for free: put a hold on a book, order from / return at a different branch, special fees for DVDs / CDs / CD-ROMS ...

Having been married to a librarian in a previous life, I expect the books were ordered quite some time ago. In some cases it might be the better part of a year between order and delivery, especially new books scheduled to be published during the year.

Now, I don't know what the Library of Congress has permitted - can public libraries replace damaged dvd's with their own copies? Or are they suppose to buy new ones like the rest of us?
Libraries are permitted to make a small number of copies (3? 1 in some circumstances; 3 in others?) for archive/preservation uses. They can keep a backup copy to replace a damaged one.

The problem will be when people see the Kindle at the library and then go and by one. They'll ask how to get library eBooks onto it and will be told it is not possible. Then they will not be happy.

This is why having Kindle's to loan at the library is a bad idea. The only devices they should have for loan is ones that work with library ePub. It will make a lot less of a problem for people who do not know about DRM stripping and format shifting.

You totally lost the plot and missed the point. The point being that people who do not strip DRM and do not convert may end up buying a Kindle for library eBooks to which it won't work.

The Boston Public Library has this posted
Quote:
HarperCollins OverDrive eBooks
March 24th, 2011 by Scot Colford

On March 7, 2011, HarperCollins adopted a new eBook policy for all new library eBook purchases. Under this new policy, HarperCollins eBooks will expire after 26 checkouts and the library must license another copy of the book before it can be checked out. This new policy does not impact any eBooks purchased before March 7.

The Boston Public Library is concerned about this change in policy and the ramifications on the library’s materials budget. At a time when the library’s budget is shrinking every year we cannot in good faith support a policy that we feel is detrimental to our service. While this policy is in place, we will not be able to lend new eBooks published by HarperCollins. The Boston Public Library is not boycotting HarperCollins. Books published by HarperCollins will continue to be available to library users in print and audio formats. We are eager to work with HarperCollins and the rest of the library community to develop an eBook policy that is acceptable to all involved.

Suggest a title for the Boston Public Library to purchase.
Send an email to HarperCollins.

The email address they have for HarperCollins is library.ebook@HarperCollins.com

Seattle Times article on subject

I hadn't realized that existing titles were grandfathered in with unlimited copies.
