Unfortunately, it's to do with the relative volume of sales between Amazon and other storefronts. Sales through all other storefronts put together are a fraction of the Amazon sales, but still have the same overhead in terms of book management for each storefront. Basically, it's a business decision - they don't have the staffing levels to release anywhere else.

What I find annoying is that Open Road sales are usually limited to the US. I don't think I've ever seen an Open Road sale in Canada, alas.

Staff isn't the issue. The same files and metadata can be used. It doesn't take long for one person. Yes, a lazy business decision to help make Amazon a monopoly. There is a separate geographical issue with large publishers due to historic agreements between publishers to carve up the world into exclusive zones for English language.
